Once a situation has stabilized, Ag Pass holders may be allowed entry into evacuated areas in order to provide essential care to crops and livestock, and to provide information and\/or access to support emergency responders. Limited emergency access may be authorized to conduct the following eligible activities:<\/p>\n<ul>\n<li><em>Irrigate crops or turn on water systems<\/em><\/li>\n<li><em>Deliver equipment necessary to re-establish water supplies or irrigation systems<\/em><\/li>\n<li><em>Feed, water, and provide medical treatment to livestock, or evacuate livestock<\/em><\/li>\n<li><em>Provide access to property or facilities used as part of an agricultural operation<\/em><\/li>\n<\/ul>\n<p>The formal framework for county-level Ag Pass programs was established in California in 2021, with the passage of <strong><a href=\"https:\/\/legiscan.com\/CA\/bill\/AB1103\/2021\">Assembly Bill (AB) 1103<\/a><\/strong> and is codified in <strong><a href=\"https:\/\/law.justia.com\/codes\/california\/code-fac\/division-2\/chapter-4\/section-2350\/#:~:text=(A)%20The%20name%20of%20the,more%20current%20or%20accurate%20information.\">Section 2350<\/a><\/strong> of\u00a0the California Food and Agriculture Code.<\/p>\n<h1>\n\t\t\tWhat to Know\t<\/h1>\n\t<p><strong><em>Disasters are dynamic, and participation in the Ag Pass program does not guarantee access during an incident. <\/em><\/strong><\/p>\n<p>Entry into restricted areas will be dependent on approval of the incident commander, a law enforcement official having jurisdiction, or their designee.<\/p>\n<ul>\n<li><em>During the initial stages of an event, access will likely be restricted for all individuals.<\/em><\/li>\n<li><em>Only once the situation has stabilized will the potential for entry by Ag Pass holders be considered. <\/em><em>Safety is the number one priority!<\/em><\/li>\n<li><em>An escort may be required in any instance.<\/em><\/li>\n<li><em>All persons must depart the restricted area by the same route used for entry.<\/em><\/li>\n<li><em>Livestock care shall only be made during daylight hours.<\/em><\/li>\n<\/ul>\n<p>Additionally, Ag Pass holders allowed entry into an evacuated area may NOT:<\/p>\n<ul>\n<li><em>Conduct firefighting operations, including fire suppression or fire mop-up activities<\/em><\/li>\n<li><em>Remove property, other than livestock<\/em><\/li>\n<li><em>Harvest crops<\/em><\/li>\n<\/ul>\n<h1>\n\t\t\tProceso de solicitud\t<\/h1>\n\t<p>Ag Passes are issued at the discretion of the <strong><a href=\"https:\/\/awm.venturacounty.gov\/\">Ventura County Agricultural Commissioner&#8217;s Office<\/a><\/strong>.\u00a0They are applied for and distributed <em>before<\/em> a disaster event takes place.<\/p>\n<p>To complete the Ag Pass application, you will need a copy of the following documents:<\/p>\n<ol>\n<li>Copy of Driver&#8217;s License or other Government ID<\/li>\n<li>Course completion certificate from the U.S. Fire Administration&#8217;s <strong><a href=\"https:\/\/apps.usfa.fema.gov\/nfacourses\/catalog\/details\/10623\">Introduction to Wildland Fire Behavior (S-190)<\/a><\/strong> training course.\n<ul>\n<li>This free, online training takes 6-8 hours to complete, and provides a primer on wildland fire behavior and recognizing hazardous situations.<\/li>\n<\/ul>\n<\/li>\n<li>Proof of commercial agricultural operator status. Please see the application for a listing of applicable supporting documentation.<\/li>\n<\/ol>\n<p>Ag Passes are valid for two years from issuance. Click on the link at the top of this page to begin an Ag Pass application.<\/p>\n<h1>\n\t\t\tONE-TIME PASSES\t<\/h1>\n\t<p>During an emergency event, qualifying commercial operators that have not already obtained an Ag Pass may apply online to obtain a temporary, &#8216;one-time&#8217; pass.<\/p>\n<p>These passes are valid for seven days, and may be obtained from Ventura County Ag Commissioner&#8217;s personnel at an active <strong><a href=\"https:\/\/emergency.venturacounty.gov\/evacuation-terminology\/\">Temporary Evacuation Point (TEP)<\/a><\/strong>.
