Emergency Operations Plan

The County of Ventura Emergency Operations Plan (EOP) provides the structure and processes that all key partner agencies within the county use to respond to, and initially recover from, a major emergency or disaster event.

The County's EOP consists of a collection of dynamic components that:

  • Asignar la responsabilidad de llevar a cabo acciones específicas en una emergencia
  • Establecer líneas de autoridad y relaciones organizacionales.
  • Especificar procedimientos y sistemas para alertar y notificar al personal, al público, proteger a los residentes y la propiedad, y solicitar apoyo cuando sea necesario
  • Identificar el personal, el equipo, las instalaciones, los suministros y otros recursos disponibles para su uso durante las operaciones de respuesta y recuperación.

EOP Update 2026

Over the past year, County staff and partners have been working to update components of the County's EOP. Key updates to the plan include:

  • Improvements to document structure, flow, navigation, and accessibility
    • Restructuring from a single document exceeding 500 pages into three distinct components: the base plan, annexes, and supporting documents.
    • Larger font size, standardized headings, linkages, high contrast graphics, and inclusion of alt text for figures and tables
    • Use of graphics and tables in place of excessive bulleted lists
  • Improved focus on plan content and clearer separation between materials appropriate for public access (e.g., the base plan) and those that may contain sensitive or redacted information.
  • Expanded Demographics and Language sections, including background elements relevant to AB 1638 and AB 160 compliance.
  • Minor changes to plan maintenance provisions that reflect current best practices for the update frequency of base plan versus annex materials
  • Minor revisions based on the 2022 Cal OES crosswalk review

Town Hall

A virtual town hall meeting will be conducted beginning at 6:30pm on Wednesday, March 18, 2026, providing an overview of the update and proposed changes prior to the presentation of the draft plan to the Ventura County Board of Supervisors for adoption.

Individuals that require language translation services, or accommodation for any audio, visual, or other disability to participate in the Town Hall may obtain assistance as part of their online registration for the Town Hall, by calling (805) 437-4205, or by emailing OES.OES@venturacounty.gov. In order to ensure adequate time for any accommodation to be arranged, please submit your request by noon of Friday, March 13, 2026.
