Hazard Mitigation Plan
HMP Update 2027
The County’s Multi-jurisdictional Hazard Mitigation Plan (HMP) inventories and assesses the natural hazards to which Ventura County is most vulnerable and prioritizes actions and structural improvements for risk reduction and increased resilience. The planning process is meant to:
- Identify the primary natural hazards that impact our area
- Assess risks to the community and area resources
- Serve as a guide for decision makers in prioritizing mitigation strategies
- Provide a pathway to funding eligibility through federal grants focused on hazard mitigation.
Over the past year, local agencies across Ventura County have been working to secure grant funding and launch the update of the County’s Multi-Jurisdictional Hazard Mitigation Plan (MJHMP). This important planning effort brings together 30 local jurisdictions and partner agencies to identify risks, strengthen resilience, and develop long-term strategies that reduce the impacts of future disasters.
Supported by an experienced engineering and planning team, the updated FEMA-approved plan will serve as a comprehensive roadmap for hazard mitigation and future funding opportunities throughout Ventura County.
Key updates to the 2027 MJHMP include:
- Participation from five new Special Districts, expanding regional collaboration and resilience planning
- Updated hazard analyses and risk assessments using advanced Geographic Information Systems (GIS) technology
- Expanded stakeholder engagement and public outreach opportunities throughout the planning process
- New and enhanced mitigation strategies focused on emerging risks and community resilience
Community input is a critical part of this process. We encourage residents, businesses, and community organizations to participate and share their perspectives as we work together to build a safer and more resilient Ventura County.

Steering Committee & Public Meetings
The 2027 Multi-Jurisdiction Hazard Mitigation Steering Committee will meet online throughout the plan draft process, and concurrently on two occasions with an in-person option to invite public input.
